Prep for Respray Question

I have a '70T that I am starting to disaasemble in preparation for having repainted and my plan is to take it down to the metal prior to respray.
Down on the lower 4 inches or so of the rocker panel and the back lower edge of the front fenders there is what appears to be part of the rubberized undercoating that comes up and it painted over. It has the same bumpy texture and look as the undercoating does, but I'm not sure what it is or how I should approach that section. It does appear to be the original finish.

Does anyone know what that bumpy stuff is, and how should I approach the refinish of that area? Should I strip it to the metal and then just paint? It wouldn't seem that I could reasonable sand that section and still repaint, but maybe that's what's needed??
Appreciate any insight from you experts out there.

That bumpy stuff is the corrosion protective coating of your undercarriage, if it is in very good condition leave it, but if you decide to remove it, small amounts of heat, a putty knife, and wire brushes. With heat comes responsibility, take all precautions necessary.
