source of moisture

I had 2 small (size of a small pea) paint bubbles surface just below the chrome strip adjacent to the Targa bar on the rear quarter panel. Upon clean out there was just a speck of rust below each. I cleaned and touched up the spots. A few weeks later they bubbled again. Where does the water ingress from? This car is no bondo queen and an immaculate '75. I look forward to your analysis before I give in and have the area cut out by the body shop and new metal welded in. Thank you, Jim '75 911s Targa 3.2, '59 356 A Coupe
