Old speedometer question

Whats the purpose of the lines on the speedo between 30 and 40 mph, Silly question but I searched with no luck.
I guess that there is no right gear to be in to keep the engine happy ??????????

It is a speed range that is generally legal in cities. It allows the driver to check speed at a quick glance in urban areas.
