Question Sway Bar link basic question!

Dear Friends,

I have this 1983 911 that I'm working on, and I notice that the bolt that connect the sway bar link on the rear trailing arm is a M12 x 70mm long

And my question is:

Does the sway bar link spin freely on the axis of this bolt or it's a tight fit?

And the problem that I'm encountering is that the length of this bolt (70mm) seems to much!

In one side the bolt goes all the way in and still a play of 4 mm in the sway bar link

On the other side is even worse, that gap is around 10mm

Since I removed a lot of bolts for plating at once I really don't remember what was the bolt that was installed there ( the pet file as for a 70mm)

So I would like to know if i can install a shorter one and get the SBL tight or it does need to move freely?

Also what about the side where the SBL connects via a bolt and a nut on the sway bar itself, does it need to be free for rotation or does it need to be tight ?
