1969 911 - Engine vacuum pump??

What is this thing? What does it do? Do I need it? What do I do with the wiring that goes to it? And the hoses that run to the right side intake manifold? It's connected to the accelerator linkage.

it slows down the closing of the throttle so the engine does not stall out, as in gradual closing of the throttles like in down shifting. can you live without it? sure. but it is helpful. i haven't seen this piece in a long time!
