1985 Failed smog evap system failed - need info

I backdated my car and got rid of the tanks in the front left fender - the windshield washer and the larger fuel expansion tank. I did replace my charcoal canister, but somewhere during the project I forgot to hook up the canister back to the evap system. I know a hose ran from the small clearish fuel expansion bottle near the fuel tank. I see a hose going to the fender tube. The fender tube in the wheel well is open (red arrow). That is my source of failure I think. I need to connect that to the hose or tube going back to the engine/charcoal canister area. Where is that hose/tube located? Back in the trunk? In the wheel well?

What is the smaller pipe for (blue arrow)? Where does it go?

I connected those two with a reducer fitting and all is good. It helped to find a smog shop that knew these cars...it passed.
