Rod installed on targa top?
The '88 Targa I had back in the late 90's had a threaded aluminum rod on the top that was installed by a prior owner. There were screws threaded into the front and rear of the frame that the rod fit over, and you'd just twist it until it lengthened and tightened up and pressed the frame against the seals. I honestly can't remember if it did much, but it probably did because I recall putting it in most of the time the top was on it. Has anyone else seen this done before? I searched the threads and didn't come up with anything. The recent threads about targa leaks and wind noise jarred my memory on this.

Sounds like a jury rigged fix to try to make it seal better. Top probably needs adjustment if is not bent from the rod.
