1987 3.2 Wiring Issue

I recently rewired my fuse panel with ATO fuses. Everything went fine, I thought but I am not getting any power out of the front three fuses that power the windows and power seats.

I meticulously studied the diagrams and am certain that I have the right wires for the BOTTOM of Fuse Nos. 1,2,3. For #1 Bottom I Have the red/blue. For #2--Solid Red and No. 3- two reds combined. Those are my bottom connections. For the top #1 I have Black.

I am not getting any 12 volts power to fuses 1,2 and 3 of the first three fuses (not the three for the engine compartment. Are the top wires for those three supposed to be providing me the 12 volts. right now, all three fuses are negative readings top and bottom. Consequently I am getting no power to my windows or power seats.

One last thing, I have all of the electrical diagrams from my service manual and I have combed them and cannot find anything to show the polarity (?, whether pos or ground) for EACH wire that goes to each fuse. In assisting me with the above issue can anyone also provide me a source that shows me the positive and ground connections of the various fuse wires so I can tell if the right kind of wire is going to right fuses

Any help would be greatly appreciated.

Before and after photos of your fuse panel? Did you label the wires as you took it apart? Purchased or home made ATO fuse panels?

There are jumpers on 1-2-3 I believe.

There are no ground wires on the fuse block
