Does this cylinder look strange?

I just bought six used Alusil cylinders and one of them looks different to me. Does anybody else think so? The pictures are of two side by side. Five of them look like lower one in the photos. Basically the top one in the photo looks darker than the others, and there is some white crusty stuff between some of the fins.

Happens all the time around my place. I live at the beach. I just ignore it and hope it goes away.
