Questions on Bumper-to-Body Seal and Assembly Order of Operations

I'm helping a buddy put a '75 911 Coupe back together after paint, and have some questions on the bumper to body seal, as well as order of assembly operations.

1. The engine is out of the body. Does the heatshield have to be assembled before the bumper is assembled, or does it not matter since the engine is out of the car?

2. The reflector has a seal on the back of it that no longer shows up in the PET. I assume this seal is not needed any longer, as the updated bumper-to-body seal replaces this?

3. From what I can gather in other pics, the tabs on the bumper-to-body seal stick upright against where the reflector assembles to. It looks like the seal goes on first, then the reflector goes over the top. Correct?

Reflector has to be installed before the heat shield which has to be installed before the bumper.

The reflector seal is not critical
