Outlaw... Twist the horn fuse a bit. There might be some corrosion there.

Next... am not sure how 2001 is set up, mine has the horn pad with a single wire that is connected to the pad by a spade junction. Horn pad is attached to wheel by a snap-on/off fitting. If yours is the same set up, is simple matter to pry pad away from steering wheel and check that junction. While the pad is off, take that wire and touch the end to any ground. The horn should sound. (I don't think the ignition needs to be switched ON but maybe it does on your model.) If horn does sound, the spade junction and/or contacts on the pad to the steering wheel need cleaning. After cleaning, reinstall the wire to the pad and pad to wheel and check the horn.

If no sound, I'd run 12v directly to the horn to see if it works. (Not knowing your DIY set up or knowledge, will say is always good to have some lengths of wire in tool box.) Jiggle any connections you encounter. Might be a touch of corrosion. If horn sounds with 12v directly to it, problem is likely in the wiring or the connections of the wire(s) to the horn. Am guessing the horn has a single wire feeding power to it and ground is the horn's metal connection to the car. If the horn sounds with 12v connected directly to it, would then do a continuity test of the horn's circuitry. (Need a multi-meter for this.) I don't have a wiring diagram in my head so can't say exactly how to do this. Idea is to test each circuit---again, not sure how many circuits there are. For instance... fuse to the horn pad on the steering wheel. Fuse to the horn. Eventually you'll find the "disconnect." Is process of elimination. If unfamiliar with using a multi-meter for continuity testing, YouTube is the answer.
