cruise control stem alignment

i have finally bought a new steering column cover set and now believe the reason it never fit properly and kept breaking is because it is hitting the cruise control stem. does the stem look bent?.. or is supposed to have an upward bend to it? was afraid to bend it down to align with the side screw hole in the wiper switch. should the CC stem be directly behind the wiper switch or above /higher (pic 2)… if directly behind, then mine must be bent up!

....mine - and I have two, one plus a spare - are both such that they line up with the wiper stalk when it is at the OFF position, so straight out horizontally from the steering column.
