Is this normal? Carefully disassembling front bumper assembly and noticed theres a bunch of liquid presumably fuel in the evap housing. Is this normal? or do i need to empty it.

I do believe that is your windshield washer reservoir.

That’s the washer fluid tank. Expansion tank is smaller, would be hidden behind the washer tank closer to the headlight (left side of your photo) if it’s there, I can’t see your expansion tank due to pic too dark.
Since it’s open and accessible it wouldnt hurt to clean out the washer tank, but most of the sludge and buildup will be in the washer hoses if the washer pump is still working. |

That is a vapor tank above the washer reservoir, the charcoal canister is in the right rear fender well. Raw fuel in the vapor (expansion) tank is caused by overfilling.

Don't write the washer motor pump off too quickly. I took mine apart several years ago and it has just become a bit "crusty" inside from drying out and lack of use. Sprayed some intake cleaner in and rinsed it out and has been working fine ever since.
