83 SC wiper motor issue

Wipers are frozen. What to check betides the fuse?

Is the linkage frozen or is it the electric motor that is frozen? you should be able to access the nut on the output shaft of the motor/gearbox by removing the Tach or Speedo and reaching forward into the dash. if you are going to do this disconnect the battery first just in case the motor decides to cycle, you don't want to get your hands caught in it. With the gearbox disconnected from the linkage you should be able to reconnect the battery and see if the motor will ran and also be able to manually move the wiper arms to ensure they're not frozen.
