accelerator linkage

This is probably a stupid question but.. .
I hooked the accelerator linkage back up to my engine and it doesn't seem like it is opening the carbs enough. What position should the butterfies (webers) be in at full throttle? My guess would straight up and down (90degrees)? There doesn't seem to be any play in the linkage anywhere. This is a different engine, same carbs and same linkage though.

Anyone want to wager a guess? I am wondering if the problem is in the pedal perhaps?
