Paint meter readings = filler?

I’m looking at a 1973 Porsche in Europe. The car has been repainted to a high quality in its original metallic color. Paint meter readings are all over the place. Ranging from 280 on top of the fenders to over 500 on the lower doors.

Knowing it’s been repainted, should I interpret the >500 readings as indication of body filler in those spots? Or could it just be an area of very think paint?

are the readings consistent side to side? The tops of fenders generally will have less paint . . using a magnet might be a better way of finding filler. Has the car had previous rust repair? History of the car? I would not be concerned if a detailed inspection shows the car to be in good shape otherwise.
