There should be a cooldown between posts for new users. Its annoying for legit users but it'll keep spam users from hitting the min post limit to PM quickly.

I agree he may be legit. However, we've all seen this before. Usually by a scammer achieving PM privileges. Vigilance and awareness is key to limiting the scammers success.
