I seem to remember that you have to pull the filler neck out of the pocket a little

remove the two hoseclamps from the sleeve. slide the sleeve towards the tank. pull the filler neck out of the fender slightly. remove and replace sleeve. The filler neck may be tight if the seals are old. You may want to replace these as well as the gaitor between the fuel filler pocket in the fender and the inner fender well.
best of luck

Trying to do this myself...so concensus is I have to remove the filler neck? It does seen unlikely I can get the new sleeve in place even if I cut the old one out, which is hard as a rock. Hopefully removing the filler neck is pretty obvious.
