911E revs not dropping fully between gear changes and idle

Hello experts,
The throttle in my 911e doesn't fully close when my foot comes off the accelerator pedal. It stays revved up between gear change and at idle. I have closed the throttle manuallty and the car still revs up. sometimes it returns to normal, then starts again
All the links, balls, and springs have been either replaced or adjusted, and I don't know where to begin.
Any help would be really appreciated!

I wold check the distributor... if the internal weights are not lubed the will not came back leaving engine RPMs high
