I have an opportunity to buy a 1974 2.7 Liter 911 engine from a neighbor for $200. Is this a problem engine? It is partially dismantled but all the parts are there.

Buy it. For that cash you can make plenty of money back just parting it out.
Do a search on 2.7 motors. There are many problems specific to the 2.7 motors but the '74 is not susceptible to some of the worst stuff (like thermal injectors).

2.7 engines have had problems, but several owners are very happy with their engines. There should be several threads on the topic, usually started when a new or prospective owner like you asks. I would. Yes the 2.7 is known to be problematic, but for $200 bucks you can't go wrong. A unrebuilt 2.7 usually goes for $1000 depending on its condition. My advice is to buy it, check to see if any head studs have been pulled. If they have then part it out you can easy make a few hundred bucks. If the block is fine the build an RS replica. If it has the MFI included then that alone is worth $1000. If it has webers that worth $1000. CIS, a hundred or so.
