IDA 3C float level confusion

I know this has been discussed a thousand times but what gauge lines should i be using ?
I had the carbs apart and set the floats to the correct dimensions using a depth gauge and calipers, when i tested with the fluid gauge it was aligning approx. with the lower lines. The consensus seems to be the higher lines for the Webers.

Depending on the vial you have, some are different.....

use the lines that are about 35mm above the center of the banjo bolt.

The "top" bottom line is approx. 34mm so I presume it should be set to the lower.
