Compression Test - Leakdown test or both?

If they do a compression test on a car, and the numbers all fall within 7% of each other (within the guidelines that Wayne has set in his book of 15%), is there any reason to do a leakdown test?

Does a leakdown test do more than tell you where a particular cylinder is leaking? Rings, intake valves or exhaust valves?

On the car I am looking at, the compression runs from 140 psi to 152 psi. But, the leakdown runs from 9 - 19%. Should I have the leakdown redone, or are the quality of the compression numbers sufficient to know the engine is solid?
