steering column gound problem/no horn

As I sort out the last bugs of a 67S restoration, I have one nagging problem. The steering column is not grounded with out running a seperate ground wire from the the steering shaft housing to ground. Problem is that when you are going down the road, the factory ground for the column kicks in and the horn starts to blow because of the extra ground that I put on.(without hitting the horn button). Question is: where does the steering colunm normally get it's ground??
