Unidentified Electronic Component...
what is this unit that I found lurking under the passenger side kick panel?
 It has various numbers on it as well as the "VDO" name... It looks like it should be mounted, but I do not see an appropriate mounting location within the range of the travel allowed by it's wiring harness. |

It is your cruise control module and it is supposed to be located underneath your radio.

Oh and that black plastic cover is supposed to be on the other end of the module covering the plug. You will notice a cutout on one side of the plastic cover. This is so it can slide over the cable.
