Turn signal wire problem

Wondering if someone can help with electrical problem that I am having. My turn signal is not blinking when turned on. The bulbs are lighting steady only. Turn indicator light turn on than both left and right dimmly lit up. But if I replace blue/white wire on the back of tach with wire to ground, the turn lights and indicator work normal except that the turn signal relay buzz like crazy. Can anyone help?
