Fuel Distributor bypass valve stock open.

My 78sc has low fuel pressure. Everything but the bypass valve in fuel distributor has been eliminated as a problem. In the bentley manual it dosn't say what to do for a stuck valve. What should I do? Un screw it and flush it out. See if it works when I reinstall it? Get a new one. Is this something I can do with the fuel distributor in the car? Has any one run in to this?

how low? which pressure? control, or system? FD check valves can stick closed and skyrocket the fuel pressure, but rarely stick open. it's got a stiff spring and shims behind it that control the pressure.
