What is 'factory banded'?

There are a lot of welded-up 15x11's out there. Rreal ones are mucho dinero, and I've seen many attempts to pass of weld-ups as the real deal.

I bought a set from a bloke in Australia, who thought they were real, but upon further investigation (prior to purchase!) it turns out they were weld-ups. As such, the price went from $9k USD to $1.5k USD.

Here in the States, street tires for these are NLA. There's supposedly a race tire still made for them, but for how long?

Andy - there's no such thing as a 'Factory' banded 11 x 15" Fuchs rim if you're referring to the Porsche factory - all Fuchs rims were produced by the forging process.

There are plenty of widened (by welding) 11" Fuchs rims around & there's nothing wrong with these if they've been done correctly but they're worth only a fraction of the price of original 11's.

The part number quoted above is that for the factory forged 11 x 15" wheel.

Incidentally, I have had several sets of these (original 9's & 11's) over the past couple of years & you need to inspect them very thoroughly as they are susceptible to hairline cracks emanating from near the centre (usually only visible on the rear of the wheels after thorough cleaning) - if they're cracked they're scrap...
