				present time; would tensioners be a recall?
			 
			
			if the old mechanical non oil fed tensioners were deemed an engineering goof, today...would it be considered a recall?  i took my chevy truck into get a checkup, and when i got it back, i noticed a new relay and some extra wiring. i asked the service manager, and he said there was an engineering error with the windshield washers and that was the new fix.  did they not have recalls back then?  or was the tensioner upgrade just a suggestion?  just wondering.
