Inconsistent CIS starts

Recently rebuilt CIS on an 82 SC, and the start behavor is not quite the same.

The car used to always start on the first crank, to the point I barely new what the starter sounded like.

Now, it will fire up like that first thing in the morning with a small puff of white smoke, but starts after that are less consistent.

Even after 8+ hours of sitting, it can take 2-3 seconds of cranking to start. When the engine is still warm, it could go either way.

I assume the white smoke is from some fuel that maybe puddled at the intakes overnight, but I would assume the same thing would happen after 8 hours.

All fuel pressures are in spec, altough the residual pressure is not as high as it was before the rebuild (still in spec, though).
