CIS - What Is Does This Screw Do?
 
In the middle of he picture attached is an adjustment screw with a spring behind it. What does it do?

air bypass. it affects your idle speed.

Which explains why my idle speed changes when I tweak it. Thank-you.

That's the only way you should adjust idle speed. The stop setting on the throttle valve should never be touched. Youre idle speeds will be inconsistent if you try to adjust the throttle valve stop.
