seems that they have even moved the historical vehicle qualification back to 35 years. this is all but done it would appear.

looks like an exhaust swap out every two years if i want to go with backdated exhaust.

with a 78 so close yet so far away.

im thinking serious about doing a complete swap over every two years. my (and your) car are clean enough and drove seldom enough that the swap would be a pain, but a somewhat clean job.

im due for smog next year about this time, so i will get it early as possible, make the swap and run it for two years, then swap it back in 2007 for testing. i would imagine like any job on these cars after the 1st time its a breeze???

yeah i could move to ore or wash if possible. i love me some hippie chicks....

I'm having a hard time digesting the legalese, but it looks like you can declare your car as a "collector car" (not historic, which is more stringent) and then get yourself a rolling 35-year window. (?) So 78 would be exempt in 2009? But you still need a check of your gas cap!

This bill would instead, commencing April 1, 2005, exempt from the
smog check requirements, and the smog check compliance requirements,
any motor vehicle manufactured prior to the 1976 model-year.
The bill would also provide that defined collector motor vehicles for
which proof of insurance is submitted on that basis in accordance
with regulations of the Bureau of Automotive Repair, and that are at
least 35 model years old, shall be subject to otherwise applicable
exhaust emissions standards, but shall not be required to pass a
visual and functional inspection of emission equipment, other than a
functional inspection of the fuel cap and a visual inspection for
liquid fuel leaks.

Colin, my reading of that is if you can get your car into the "collector motor vehicle" definition (whatever that is), it would fall into a 35 year old rolling exemption.

BUT, it would still have to pass the smog testing part. It would just be exempt from the visual inspection. So, an SC with a backdated exhaust, no smog pump, etc. would be ok, if it could still pass the smog test.

I don't know how useful that would be. Could, say, a '78SC pass the smog without the cat and smog pump? I've heard conflicting reports. It doesn't seem possible - but I'm pretty sure I've heard some mechanics say it can be done with the right tuning.

yeah that was written in during the last amendment in the senate.

i had just gotten all my stuff together for historic plates too. i was concerned about how the local PD might feel if they saw me with the plates. wondered if i would get hasseled??

im just going to do the exhaust back date in august of 05, after my next smog test. then just do the switch over every two years. i figure the first time will be the hardest, and with anti seize applied, and knowing you will be swapping back and forth just grin and bare it.

im looking for a job in the nw as we speak.

I did not have a lawyer read this but I am also seeing a reference to the car needing to be insured as a collector car. This is good and bad...

Most collector insurance companies already regard the 911 as collectible. Mine is insured through Hagerty and it's a great deal!

However, most collector insurance companies require that the insured car is not driven daily and is stored in a secure garage (among other minor things). They don't inspect your house but they often do require evidence of other cars owned that are presumably used for daily transportation.

Would it be considered extreme to swap everything on my 76 on a pre-76 chassis and body? Or maybe just register the the 76 non-operational and swap in vin tags from a wrecked 75...One could probably get into some deep sh_t for that.

I believe that is the way that the law is written right now. You cannot tamper with or change the exhaust systems / fuel emissions systems on your car, even if it is exempt. It's against the law. Everyone does it, and you're not tested on it, but I believe you can't legally do it. I may be incorrect on this, but I think it's along the same lines of "your supposed to pay use tax on items bought out of state."
