What is a jumper?

I understand to set idle speed correctly you need to by pass the ICV by jumpering test ports (B & C). This might sound silly, but what is a jumper? Is it just a peice of wire or is it a tool you have to purchase. If it's just a peice of wire, what guage should it be? Thanks.

A piece of wire. Normally the same gauge or larger than the wire connected to the pins you "jumper."

That picture looks familiar. For the test port I just fold up a paper clip so the ends are doubled back on themselves so they fit in the holes but have a enough springiness to stay in place by themselves.

A "jumper" is just a wire used to make a (usually) temporary connection.

Usually there is something on the ends to facilitate connection. A jumper for the fuse box would have alligator clips on the ends for example. A jumper for disabling an alarm would have a of spade connectors on the end.
