Unhappy Idling issues... help!!

i have a 3.0L turbo with the following mods.. Intercooled, electromotive, K27, 1 bar spring, Full B&B... the problem is when its under 65 degrees outside the car idles very high(2,000RPM).. if i start it cold, it will idle normal(around 800) until it slowly begins to warm up and the idle just jumps high... however if the temps are over 65 degrees outside, it idles at 800 the whole time, never raising up... any ideas as to what is causing my idle issues??? I am completely flustered and i feel bad for traffic around me having to hear that thing idle at 2k

on a side note i did a search for idling issues but couldnt really find one that was similar to my outside air temp issues.. i dont want to go replacing 10 parts, just hoping i could pinpoint it a little!
