getting my porsche started

I had my Porsche since I was 15 but it hasn't been on the street since 1996. I had it running last summer but it does not start anymore because it sat for a couple months. What should I do to get it running? Originally when I bought it 4 years ago I pulled out the fuel tank and dumped out the fuel and put a couple gallons of fresh fuel (87 oct). I was thinking of getting some new spark plugs tomorrow, but what kind should I get for my 1969 911T 2.0L weber carb motor? How about fuel? Should I dump the current fuel out again if its 4 years old? How could I clear the fuel out in the lines? The battery is also 4 years old now. The Porsche turns over but will not fire. Before it was having trouble starting but would start after a couple tries. I also changed the oil 4 years ago. Thanks in advance, and if anyone is in northern nj area and want to help a 19 year old get his porsche running I would appreciate the help and maybe can pay if needed? My dad and I don't know where to start.

edit: i forgot to say the motor has a miss. What causes a cylinder or two not to fire?
