I didn't read through all that but it sounds like a sacrificial anode that gets consumed in leiu of the car's body metal. We use it in my business, heavy civil construction. It applies to large subterraneum structures like submway stations for corrosion protection and stray current collection but I'm not sure how the concept would apply to a car?
