Door Window frame seal question

Is there a seal that is below the front quarter window that is where the frame and the door meet. I know there is a seal that holds that window in place but does that seal extend down make contact with the actual door on the outside of the car. Hopefully this makes sense.

While getting ready to paint my window frames, I noticed on one side some type of silicone was used as a sealer where the window frame meets the door and on the other side nothing. The quarter window seal where there is no silicone is very clean so it does not appear that the rubber quarter window seal was cut in any way. Is there suppose to be some type of rubber seal where these two meet? Would the silicone be something some previous owner did to stop water from getting in to help a bad seal?
