Where does this thingy go?

Im dealing with the shiftrod coupler bracket. Does it mount completely under the tunnel or does the lip (non threaded hole) mount on the outside of the tunnel. If it mounts completely under the tunnel, how do you get the thing to stay in place in order to get he shifter mounted? Wayne and BEntley guides did not elaborate about this. Did anyone else have trouble with this?

The mounting holes face rearwards, so the whole bracket goes into the tunnel. Takes some fiddling to get the bolts in, but should not be too difficult.
