Steering wheel wobble. help needed

It's been a while since I last posted. I removed the steering wheel and tach from my car a couple of days ago and found there are a couple of loose bolts that are supposed to keep the steering column in place. Attached to that, under the steering column, is a sort of clamp. What I need to know is what type of bolt should be found there. What I have are a couple of bolts with round heads. Do I need a special tool to tighten them?
