Question Speedometer or mechanical cable problem?

Learning as I go. My speedometer sticks from 0 - 30 km/hr and then kicks in. The odometer & trip meter also do not work.
Is the sticking speedometer indicative of a problem with the speedometer or with the mechanical cable that runs to the transmission? Just trying to play the odds. Don't want to rebuilt the speedometer only to discover it was a cable issue.

Any advise?

Thanks in advance.

Steve.
