Master Cylinder -19 or 23 mm??

I know they designate Master Cylinder's as 17, 19, or 23mm, but what exactly are they measuring? I have one I am going to sell and it is marked as 19mm by previous owner, but when I double checked it measure ~23mm on the ID? Any help is appreciated!

Here is a photo ...

the cylinder bore is the spec, it is not visible for tthe outside. There should be a # embossed on the casting

These are 25mm and 23mm respectively

in addition the non boosted 19 and 23 look very different
