oil consumption after complete rebuild 2.4

A few years ago I bought my 2.4T/E. The previous owner had the engine rebuilt by a well known P mechanic. The engine runs fine and strong, and I'm very pleased with the car.

On startup there is some smoke, however,far more than average, the engine also smokes on deceleration, not on acceleration.
The oil consumption is about 1 quart/600 miles.

The previous owner told me the oil consumption had been so, already right after the rebuild. The mechanic who did the rebuild told that this kind of consumption can be normal, also after complete rebuild using (2.4)S type P/C, so I shouldn't bother. New valve guides were used too. The car has been driven 18.000 miles after rebuild by now.

What do you think? Is this kind of oil consumption normal after complete rebuild? What do you think is the problem (I suppose valve guides, but I'm not a mechanic) ?

That consumption is the factory spec for that car. Although I really think after a rebuild it should be better. It took me about 3000 miles to use a quart after my rebuild but don't know if that will keep up. It just starting to get cool enough to drive it again.
