helpfull tip
I found an easy trick to instaling those pesky rack shims. only remove 1 bolt from the rack. start a new bolt into that hole a few threads. remove the secone bolt and push the rack upwards. Install the new bolt and shim in the second hole. remove the first bolt and add the shim. the rack will stay aligned by always having 1 bolt in it.
Just thought I would pass it along hope it helps someone.
