A arm mounts

During disassembly I took lots of pictures so I know would know how everything goes back together. Well, after cleaning everything up I notice that the front mount has a oval spacer (washer) huh go figure. Which way does the washer go up or down?
Also on the rear mount the tab is tapered. (why?) Which way does the small end go up or down?
Front is #13 and the rear has no # but it's on the A arm

#13 in the diagram. The holes are oval and has a spacer\washer on one side.

if it's the old bushing, then it might be worn or have cold flowed -- is that what you mean? or is it a steel piece?

I haven't replaced this particular part on my car but some of the rubber bushings will distort over time.

The spacer should face away from the chassis. For the tapper, it doesn't matter which way you assemble.
