bulging front bumper lip seal

My front bumper lip seal is bulging in a few places. I couldn't find any info on how this seal is attached. Is there a glue or something that keeps it flush to the top of the bumper? What would cause it to bulge?

The steel inside the rubber is rusting and that's what causes these to flex or seperate. Do a search for "bumper smile" and you'll see how to replace.

Yep, it is rust. Replacing the "smile" is a couple of hours job. Well worth the effort.
