Removing bracket for windshield washer bracket?

Question before I remove the headlamp assembly on my 84 Carrera. I have removed the windshield washer bottle and there is a bracket that is bolted in. It looks like a nut on the underneath of the headlamp bucket that holds it on, but there is so much gMund goo on it (undercoating) I cannot tell if it is welded on and the bolt is actually gotten to from within the bucket.

Thanks -

-Jeff
