elect. problem

I'm usually pretty good with a wrench but some of this elect. stuff is PFM. I had a hard time starting my '74 with CIS yesterday, it was about 35 degrees. I found out that the WUR is getting no power. Found out that WUR gets is juice from the voltage regulator. A second problem. The battery is only getting 13 volts while running. The idiot light on dash is on all the time; when a directional signal is turned on the idiot light blinks in unison with the directional light. Does this seem like a alternator problem or a VR problem? Thanks.

most likely the alternator is kaput.

don't use a new alternator to recharge the battery if possible. Use a charger. And you might as well get a new external regulator for logical up-keep. Just confirm it's the alt when you pull it before ordering parts.
