Drivers fender install question

What is the correct way to install the driver side fender?
Do you put in the gas fill tube and rubber seal, Then try to get the fender on over that?

Or do you install the fender without all that stuff in the way and then try to fit the fill tube in after the fact? (very tight fit).

I've tried to slip it over the tube and seal but then the fender will not line up properly without alot of force.

Or do you put the fill tube and rubber seal on the car without fastening it to the tank hoses so it has some play ,to line up the fender?

Or should I just run the car in a open wheel class and forget the fenders all together

I have only fitted a driver's fender with the tube and the rubber bellows already solidly attached to the car and fuel tank, which I guess tells you that it can be done that way. The fender came off without disturbing the tube and bellows, so they were both in the correct position to receive the fender when it came time to reattach it. I had to reach up underneath to squeeze the bellow into the fender opening, but other than that it was quite easy to make everything line up.

I had my tank out so maybe the fill tube is not in the right position
I'll losen it up and give that a try.
