Another Bilstein front strut question

Enclosed with the new inserts is a small hard plastic spacer/washer. Does it go between the upper shaft top and the outer tube cover sits on it? Or does the outer tube cover sit directly on the upper shaft and then the plastic spacer goes on top to sit against the upper strut mount?

Believe it or not there are no diagrams or exploded views with say "insert Tab into A slot B, just copious basic written word in every language known to mankind.

FWIW, I did not use the supplied spacer when installng my inserts. No issues so far.

I believe its just for transport. Holds the parts together. I threw them away (after good advice from this board).

Makes the most sense to me as I do this stuff all the time on other makes and I've never seen a plastic spacer to be installed as part of the mounting hardware.
