cam timing problems

My exhaust headers are acting differently when the vehicle runs. the left bank is hot and blowing, yet the right bank is cold and sucking (vacume effect) I've done the cam timing with the indicator dial, and it's still doing it. Maybe I'm using the wrong spec. # for my engine model--77,2.7 911-85. I had a clearance # of 0.4-0.54. Does this sound right to anyone?
