Rocker Shafts

I pulled my upper vavle covers the other day in order to investigate doing a valve adjustment myself. While looking at the valve train I noticed that 4 of the 6 rocker shafts appear to be backed out of their bores by about 1/8". Is this a common problem?, the engine was rebuilt about a year ago and I am thinking that the rocker shafts were not tourqued correctly. I have not pulled my lower covers yet, I am not hopeful of what I might find. My main concern is getting them back to their correct positions any input would be appreaciated.

The rocker shafts are in the corect position. Shafts are centered on the rocker not the cam housing. If the rockers are centered in the cam housing, it will distroy the bushings in the rocker arms.

Thanks for the help, but I was under the impression that the ends of the rocker shafts expand when the bolts are tightened, it seems to me that they would not grip or seal unless they are completely within the shaft housing. Am I under the wrong impression?
